WHY does rubbing alcohol burn skin?

When in contact with the skin, it irritates the receptors responsible for sensing temperature. Normally they are activated by elevated readings, but alcohol lowers their threshold of sensitivity to body temperature. The receptors feel that the body is being exposed to excessive temperatures and transmit a feeling of pain to the brain.
